B.A. Zhautykov graduated with honors from the Karaganda Polytechnic Institute named after the Order of the Red Banner of Labor, specializing in "Electrification and Automation of Mining Operations," with the qualification of "Mining Engineer-Electrician" in 1985. He later completed full-time postgraduate studies at the same institute in 1990. In March 1994, he defended his dissertation for the degree of Candidate of Technical Sciences. In 2008, he was awarded the degree of Doctor of Technical Sciences, and in 2009, he was granted the academic title of Professor in the field of "Energy." Zhautykov has more than 30 years of professional experience, with extensive expertise in management and leadership.

Throughout his career, he has regularly participated in advanced training, internships, and business trips in various countries, including the United States, the United Kingdom, Spain, Greece, Russia, Ukraine, Turkey, and Iran. He has also led working groups on foreign business trips to Afghanistan and Kyrgyzstan. In January-February 2007, he completed an internship at companies and universities in the United States (Texas, Louisiana, Maryland). In March 2011, he took part in an internship at the University of Cambridge (UK), invited by the British Council as part of the INSPIRE project. Later, in June-July 2014, he underwent an internship at universities in Spain as part of the Eduspane program.

In the past three years, Zhautykov has participated in several significant international events, including the 2nd International Council of Rectors of Mining and Technical Universities in St. Petersburg, a forum of university rectors in Chelyabinsk, the 1st Kazakhstan-Hungarian Forum of Rectors at Corvinus University in Budapest, the Kazakhstan-Poland Forum of Rectors, and the largest exhibition in the United States in the field of science and education, "NAFSA 2018." He also participated in a working trip under the auspices of the Erasmus+ National Office and the Council of Rectors of Kazakhstani universities to learn about the activities of universities in Italy.

Zhautykov is the author of over 200 publications, including four monographs, eleven teaching aids, more than 80 educational-methodical developments, and 35 author certificates and patents.

Training of highly qualified personnel for the industry

According to the Bureau of National Statistics, the labor market in Kazakhstan in 2024 demonstrated positive dynamics associated with the implementation of state development programs, economic growth and increased demand for qualified specialists. Despite the fact that the industrial regions of the country are dominated by an actively employed population with technical and vocational, as well as higher and postgraduate education, there is still a great need for qualified personnel and it is growing. As Deputy Prime Minister Tamara Kasymovna Duisenova noted at a meeting of the republican commission for the Year of Working Professions, "The main goal is to improve the status and reputation of working professionals. At the same time, the coordinated work of all interested government agencies, local administrations, enterprises and specialized educational institutions is important." Regional universities closely associated with industry play a key role in training highly qualified personnel. This allows creating effective clusters of industrial education that contribute to the development of the regional economy.
