Born July 13, 1981 in the South Kazakhstan region. Graduated from the Kazakh State Law University in 2002, the Kazakh-Russian University in 2007 and the University of Birmingham.
He began his career in 1999 as a legal assistant at Eurasia Consulting LLP. From 2002 to 2010, he worked in various positions in the Senate of the Parliament of the Republic of Kazakhstan and the Representative Office of the President of the Republic of Kazakhstan in the Parliament. In 2010-2019, he worked as Deputy Akim of Ekibastuz and the West Kazakhstan region, held senior positions in the Ministry of Education and Science of the Republic of Kazakhstan.
In 2019, he was the secretary of the NurOtan party. From 2019 to 2020, he worked as Vice Minister of Information and Social Development of the Republic of Kazakhstan, from 2021 to 2024 - State Inspector, Deputy Head, Head of the Department of State Control and Organizational-Territorial Work of the Presidential Administration of the Republic of Kazakhstan. From 2023 to 2024, he held the position of First Deputy Head of the Government Office of the Republic of Kazakhstan.
Before his appointment as Chairman of the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan, he was an Advisor to the Prime Minister of the Republic of Kazakhstan.
