Born on May 18, 1981, in Semipalatinsk, Sayasat Nurbek received a comprehensive education from both Kazakh and international institutions. He studied Political Science at Marshalltown College (USA), earned a degree in International Law from L.N. Gumilyov Eurasian National University (2004), obtained a Master’s degree in Geopolitics from La Sapienza University (Italy), and completed a Bachelor’s degree in Psychology at Kokshe Academy.

His professional career began during his student years. While interning in the United States, he gained experience working at a congressional election headquarters as well as in a presidential campaign.

Over the years, he has held various positions in the Administration of the President of the Republic of Kazakhstan, JSC “Center for International Programs,” and the Astana International Financial Centre (AIFC). He also served as a deputy of the Mazhilis of the Parliament. On June 11, 2022, by decree of the President of the Republic of Kazakhstan, he was appointed Minister of Science and Higher Education.

Main directions of development of science and technology policy

The Ministry of Science and Higher Education of the Republic of Kazakhstan has developed and amended the relevant regulations concerning the further development of science and technology policy. State policy is aimed at developing science in conjunction with production processes through the use of support measures, including tax deductions to stimulate innovation. Legislative initiatives are aimed at creating favorable conditions for conducting scientific research, introducing scientific achievements into the economy, training qualified personnel and ensuring social protection of scientific workers. The adoption of these bills helps strengthen the country's scientific potential and increase its competitiveness.
