Zhannat Balgabaevna Dubirova is the Vice Minister of Industry and Construction of the Republic of Kazakhstan. She graduated from the University of Manchester (UK) with a master’s degree in IT Management.
She has extensive experience in information technology, strategic planning, and digital transformation. Throughout her career, she has worked in the banking sector and international consulting and has held leadership positions at PricewaterhouseCoopers, Astana Innovations, and the City Monitoring Center. She is one of the key figures behind IKomek109, a system for real-time response and digital urban management in Astana. Zhannat has a portfolio of 160 successful projects across various sectors of the economy.
In 2022, she was appointed Deputy Head of the Bureau of National Statistics, and in December 2023, she became Vice Minister of Industry and Construction of Kazakhstan. She is also a member of the Presidential Youth Personnel Reserve.

A report on a new digital public service for subsurface users, presented by the government agency the Ministry of Industry and Construction. The Digital Unified Subsoil Use Platform is an analogue of the digital services of Canada, Finland, Australia and other countries for providing information about the geological study of the country, as well as providing public services in digital format. It will talk about the functionality of plans to expand digital services for the convenience of investors and existing subsurface users.
